If it is not written, then it won't be crafted multiple times. I didn't have time to gather all quest items to test Thorek runes so for the moment, everything linked to Thorek is not changed. As for all the other new items, they are fine I think.
Updated, all new items (beside Thorek since they are quest items with specific components) can be spammed.
Look at compatibility, as long as you didn't craft it before, it is save compatible I can assure you. Also, maybe put it at the top of the activated mod. There is a high chance that one of your mod that affect rituals and such would put the Cooldown of the Forge back to its vanilla state. As long as it is the first or amongst the first mod activated, it will overwrite this specfic thing (don't worry, there as just 1 thing changed, nothing else it won't cause issue).
I know it works in vanilla and also in SFO. And I tested it again this morning, without it there is the green check when forging one preventing another to be crafted, with the mod you can craft it again and again.

Have those items been removed? Or don't you know?
