Upgrade Habitat Capital

Description
Adds tier 3 capital building to habitats.
Stats mostly matches tier 3 capitals on planets with some differences:
-> Provide 4 branch office buildings (tier 3 should give 3)
-> can get up to +30% resource/upkeep from productivity technologies (tier 3 should be up to +20%)

更新第二天3.9.3补丁就添加了3级居住站首都，本mod估计正式毕业。玩几局看看，如果居住站需要4级首都再考虑更新。

3.9.3 added tier 3 capital for habitat. This mod can be dismissed, or maybe I'll change this mod into a tier 4 habitat capital. See you all later :)

重新开始玩群星了，感觉居住站首都不能完整利用产能科技，也不能让小伙伴开满分部的话稍微欠点。还是着重提升了一下这方面。

不过新版本居住站很容易开满建筑槽，所以这个mod倒是没那么必要就是了:steamfacepalm:

我知道，我指的是原版的升级费用，虚空居者1200合金搓本体，两段升级加起来2500合金，怎么着也不太合理

而且大佬能不能让升级居住站的费用降低点，否则太难受了（而且理论上也说不过去）

发光人本体模组里面有一个决议，升级首府建筑，我觉得应该它的缘故，并不是它的产业革命

如果是发光革命的话我没在里面找到冲突的地方。。我看了一圈目前能确定的是更多巨构和居住站扩展那个mod不兼容，然后小伞的泛用规则兼容会导致本mod出问题。如果用小伞的合集的话推荐一个教additional vanilla buildings的mod，里面也包括居住站三阶建筑。
