Air dash tweak

Description
Some tweaks to air dash.

Changes:
Cooldown reduced to 0.65s.
Dash duration increased from 0.15 to 0.25.
Retain momentum after dash ends.

This mod is server-side.

This is so far my most favorite dash edit. Though could you enable jump tech during the dash?
