let wood elf buildings be able to recruit high elf and dark elf units

So we have…green, white and black, wow that’s awesome.

Technologies and lords' effects also suitable.

Compatibility: in theory, it's fine to use it with SFO and radious, but to be honest, I'm not sure if there will be potential problems, those are really precision and complexity mods.
Compatible with Savegame.
