As another comparison, my lvl 16 char fully buffed with 61 str, 15 Warfare, 9 Two-Handed, 2 Mystic Giant Masterworks has a dmg range of 1835-2010 in Act 2.
Then that same char with Thrillseeker, with 16 Warfare and 10 Two-Handed due to the sword's innate states, has a dmg range of 787-864. That's pretty wild.
This turned into a pretty long post, but I hope even some of it helped.
Personally, I do find it too powerful, even with the 3 ap tradeoff. Pre-buff Haste and even your Noble Savage hat goes a long way. It's easily doing at least double the damage of it's peers and Razorwind is amazing. It does at least 25% more damage than Whirlwind for the same 3ap cost. Also some skills like Battering Ram, Battle Stomp, and Blitz Attack still only require 2ap.
As for mods, I don't have any combat overhauls or the like, mostly QoL features so my experience has been pretty close to vanilla combat-wise.
