This mod was a user request of the original mod: Aesthetic Cinematic Borders

The TWO main differences to the original mod is that i added back the secondary empire color as border color AND i added back Starpins

So:

Original mod: empire + border color = same color = primary color
This mod: empire color = primary color and border color = secondary color
Vanilla: empire color = secondary color and border color = primary color
