Description
Purpose
Imperium conditions are unbalanced throughout Attila. They are worse at the beginning for the Romans and after turn 60 plus for all large factions. It is too hard for small to mid-size empires to progress while large empires effortlessly steamroll to victory. ERE and WRE start at the 2nd highest level of imperium, but are nowhere close to being qualified for the major diplomacy and corruption issues that plague huge imperia. The aim of this mod is to keep the game enjoyable but challenging for the player up until turn 160 when Attila dies and most have quit the campaign.

Features
9 levels of imperium instead of the standard 7.
--Mid to High Imperiums feature Increased corruption to represent historical inefficiencies, extortion, bribes to other factions and banditry.

--Corruption can be countered by many factors in other mods. I have several mods for this.
--This mod introduces just a few lowered corruption and higher taxes for upper-level technologies.

--Tax income increases per level as well.

--Troop Upkeep increases and recruitment greatly with Imperium, so it is advised that one has quality troop production centers and use either replenishment or troop merges if replenishment is low.

--Morale and movement range increase with imperium, but the loss of income due to corruption will be your biggest burden.

--The mod aims to keep Imperium 9 empires' income at about 40-60K per turn for faction with 12 or so armies that has several resource nodes and robust trades.
Credits to the creators of all the prior Imperiums mods. I have tried them all to help me find the balance levels for this mod.

What increases imperium?
This is the imperium mod I actually use in my games. Each territory and vassal gets 2 points.
Province capitals get another 2.
Powerful or prestigious buildings get a range of points from 1 to 9 in the building level table.
This creates possible mod incompatibility because the PFM doesn't allow two building-level tables to be used at once.
If you have your own building level table you can't do without, I suggest you copy the column for "enlightenment prestige" into your own table.

You can introduce this mod at any point in your campaign.
If this causes a drop in imperium there is an easy workaround to fix a bug that sometimes appears.
Basically, you need to reload a version of the mod with only 7 imperia if this rarity happens.

This is the mod I update the most and I moved the roads to my Campaign Logistics mod. Yes, you can just move the tables between them. I plan to go back and remove them from the other mod soon. People don't like too much undeclared stuff in their mods.

Also, I'm wondering how come this mod (00imperiumlvl9prestigefmbuildings.pack), does not include the campaign_map_roads_tables & the campaign_ground_types_tables from your other mod that I named above (00imperiumlvl9taxesroadscorrupt.pack).

Would it create an issue if I imported these two tables from your other mod into this one for my personal use?

Hi. Thank you for all the effort you have been putting into revitalizing the modding scene of Attila.

There's something that I don't understand about this mod. When looking at a faction's Summary tab in the game, in the upper right hand corner, only level 8 is listed after level 7 Supreme, there is no level 9.

On the other hand, your other mod titled "Imperium Rebalanced and Improved for late game Attila. NINE levels. Updated recently!!!" does indeed show both a level 8 and a level 9 as it should.

I used PFM to look at the Fame Level Tables of both mods and in the mod I named above (00imperiumlvl9taxesroadscorrupt.pack), it lists 10 levels from 0 to 9 for the main campaign as it should but when I look at the Fame Levels Tables for this mod (00imperiumlvl9prestigefmbuildings.pack), it only lists 9 levels from 0 to 8.
