We Shall Never Surrender - Desperate Defence

This mod adds a decision that makes it harder for you to surrender/fall and adds decision base bonuses for your economy. So if you are a German player(or any other) and you dying and you know you can hold 1 city then this is great for you!!!

There is also a Gamerule which allows you to set every country at the start won't surrender too.
