[1.1] Better Speed

I felt that pawns shouldn't take a whole day just to walk one hundred meters so I tweaked some numbers to make them faster and make playing on lower game speeds bearable.

Tweaks speed settings globally and adds a new carry weight penalty mechanic:

- Pawns walk faster
- Pawns shoot faster
- Doors open faster
- Carrying stuff will slow pawns down
- Everything customizable in game

All the settings are customizable in the game using the mod settings.

Requires HugsLib to be installed and loaded previously.
