It doesn't try and be a war simulator, it has its own art and fight style. You'd never see someone smack you to death with a fish wrapped in newspaper in Call Of Duty, or Battlefield, or CS:GO, or Titanfall.
(Quality > Quantity) I think one great quality of it is that all the classes have such huge characters without really interacting that much other than speaking. They demonstrate their personalities so well through less than 40 lines of speech.
Community: Like it or not valve listens and actively changes TF2 based on the community(or atleast did idk). Some of the best maps are community made. The TF2 community has created its on micro economy based on in game items. I challenge someone to name in the comments bellow another first person shooter where the weapons stats are actively altered based on testing in real game scenarios.
