Report a translation problem
As I said, building walls to block line of sight wont help because they will still all be loaded in the game. I mean there would be a SLIGHT performance difference due to having line of sight blocked, but they are still technically partially rendered so the game knows not to fully render, if you get the drift.
Basically, you pushed the engine too far. It only took me a few seconds to figure it out, because as the screenshot I showed, I had similar issues looking at the floor when in my vault sometimes, however if i got down into the saves and such below it goes away due to distance and terrain occlusion. It is just too concentrated in one area.
