It's not only about being able to be winning lane, it's about also being capable of winning the entire game by having the mobility, range, and damage to do so.
Sivir can call a fight and her whole team follows, that's what her ult does. It's not just "a speed boost", it's an opportunity giver; opportunities to take fights quick, fast, and effectively or to help survive and dodge abilities. There's more to it than just what's given on the description.
