Unfortunately, the editor doesn't have any proper tools for setting AI priorities in general.
They seem to have a certain radius in which they make decisions, and apparently the size of the map and the distance between objects are too big for them, otherwise I don't know why they don't want to go further, but It would be quite labor-intensive to redo this map.

Hmm, maybe something changed in the AI logic.
But even if they don't activate the keys, you can break into their territory to do it yourself.
In that case, you can just adjust the difficulty to make it not too easy.
