Unfortunately, the editor doesn't have any proper tools for setting AI priorities in general.
They seem to have a certain radius in which they make decisions, and apparently the size of the map and the distance between objects are too big for them, otherwise I don't know why they don't want to go further, but It would be quite labor-intensive to redo this map.

But even if they don't activate the keys, you can break into their territory to do it yourself.
