That sounds doable but it's way beyond the scope of my abilities as a modder. I was even going to make a "covert ops" mod with units that can attack without declaring war and could plant dirty bombs but I had to drop it because of AI issues.

In the meantime, I think you'd like the Barbarians Evolved mod. It adds the option to build "terrorist" units that can detonate dirty bombs inside enemy territory.

Hi Semus, I had an idea for a mod to Civilization V. I think it would be fun if your spies could give weapons (nuclear weapons) to rebels in foreign territory. It would be fun if the rebels used the nukes and you got caught, or if the rebels we're crushed and the AI had a chance of discovering you gave them the weapons. That could really complicate diplomacy. I'd have some chance that the "loose nukes" came back to be detonated on your civilization.
