Most of the time it is used on the internet, it refers to people who try too hard to seem provocative and offensive. It generally ranges from teenagers being 'dark' and 'emo' to seem cool, to people talking about murdering babies just to provoke a reaction from people. Generally, when somebody tries to be offensive but it just makes you roll your eyes, that is 'edgy'.
