You need to be verified that you have the game because we do not support people pirating the game and then downloading mods, especially because a lot of mods aren't supported on pirated versions, so it reduces a lot of reports and hassle to just not let people without the game download mods.

same here, my profile has always been public, and my copy of isaacis legit as far as i know cause i bought it from steam, but it doesn't seem to recognise that i have the game, no matter how many times i relog

This worked for me. Go to your profile set everything to private then save. Then set everything to public then save. Then go to the modding of Issac page and log off if you havent already then log in again. Boom youre welcome.
