You need to be verified that you have the game because we do not support people pirating the game and then downloading mods, especially because a lot of mods aren't supported on pirated versions, so it reduces a lot of reports and hassle to just not let people without the game download mods.

Hey noodle, I also can't download mods because of the greyed out button. I purchased Rebirth and all the dlc's through steam. I've tried many things like logging out and even different solutions such as using a different browser and reinstalled the game and its dlc's. It's probably best to show that anybody's time is worth it. Do you have any experience making mods, have you made any mods before, are you capable of making mods? What role would you play in this project, other than recruitment?

If you can convince people that your mod is worth their time with working on, you will get a lot more attention. That said, convince me that your mod is worth my time.
