I've tried everything and can't download mods
I changed my profile settings to public, logged in, logged out, I own the game. Nothing seems to be working. Can anyone help?

@Nekoboy, your Steam profile is set to private, so in order to fix this, you must log out on the site, set your Steam profile to public, log back into the website, then you may set your profile back to private.
