Back when the Gun Mettle Update was released, there was an MVM glitch that dropped Universal Killstreak Fabricators that soon became kits that could be universally equipped to any item in TF2. This was patched within a day or two and since then have been equipped to all sorts of hats and items and for those clever enough to discover it working on items equipped to weapon slots that were never meant to have kit to begin with, such as the Sandvich, Sapper, PDA, etc.
