It also gives a message about extras content failing when you load a save.
When you install JP version, My XB360 gamepad automatically swapped keys (B for confirm, A for back). I presume it has to do with PS4 controls. Keyboard binds are respected correctly.

We are unable to repro your first reported bug. Can you please ensure the DLC is enabled in your game library and verify your game files?
The button reversal is by design, as that is the standard button layout for Japanese controllers.

I also tried going back and forth between En/JP and even threw German into the mix. Only JP is missing the archive, En/Ger versions download it normally Maybe some sort of license issue?

I assume this is a bug, please rectify it!
3rd party packages should now be updated as well, so please give it another go.

You need to change language settings via Steam, not in-game to redownload JA resources in place of EN.
Steam's property has no Japanese tab
Edit 04/16: Japanese language option magically appeared in my settings and seems to be working just fine. Can't tell for sure whether it was a sneak fix, but thumbs up!
