What are you talking about? English is one of the three languages Nekopara has always had on release, and the OVA is no exception. There is a control in the Steam player to select the subtitles you want to use.

Or did you mean to type, "dub"? In which case, it's not too likely. Well, now that it's getting more stuff in the franchise, I suppose there could be more interest in dubbing some of it.

This isn't a normal anime production. NEKO WORKs financed it through Kickstarter, in order to create an OVA that is, much more than a normal adaptation, almost a copy* in anime form (minus the erotic bits) of the Vol 1 visual novel. They got to have it made the way they wanted it, and having it voiced in other languages was not in the list of features. I don't think they could have done it anyway, for the amount they raised, AND also made the Extra VN and OVA (which were stretch goals of the same campaign), because voice actors tend to be REALLY expensive.

* In particular, although they left some parts out, the dialogue that is there is taken almost 100% verbatim from the VN.

And as for dubbing it after the fact, well, someone would have to license it first. Assuming NEKO WORKs would even allow it, would any dubbing studio be interested at this point? I think that's the problem you're up against if you want it to happen.
