How do I go about going to Canada for instance after I got the New Zealand dump truck (End of tutorial?)

I am a bit confused about this quest. I was under the assumption that this needed me to do the road repairs that require water but when I click to center on town I only get the town where the water is. I tried to drag the water from the source to see if there are any other nearby area but there is none and I still got this quest on even though I seem to have done every road repairs that require water....

Is this possible? Can one target a specific good to upgrade storage on without upgrading all of the stores before it? These things are really annoying!

There's a road I can repair with GRAVEL, but it's split into two segments. The first segment requires CLAY (which I haven't unlocked in Germany yet), and the second segment uses GRAVEL. I learned from a YouTube video that the entire road can be repaired using a truck with floaties loaded with GRAVEL. How can I resolve this split road issue ?...
