I reformatted windows 10 completely and the game now works. If you're willing to go to that much trouble it's really the only way I've been able to get it working again.
How do you reformat windows 10? Then, what if whatever you mean is not done completely?
sigh... sorry. I need a nap because I'm nitpicking about terminology.
You can always do the windows refresh, which is basically somewhat partial reformat as you aren't really whiping the whole hard drive.
A full reformat involves whiping the entire hard drive clean and putting Windows Back on it via whatever type of media you choose ie USB, DVD, Cloning.
installing: Microsoft Visual C++ 2010 Redistributable Package (x86) (https://www.microsoft.com/en-Us/download/confirmation.aspx?id=5555) fixed problem.
