So even if you want to play only single player you still need to do psn linking?

no, but multiplayer is part of the buying price and they can not sell you something thats not available to you because your region does not have PSN support.

Yup. To play the game, your region has to have access to PSN, but you don't have to have PSN account to play the single-player part of the game.

Buy a key, ive read you can activate and play these on any country.

You can play the singleplayer without linking a psn account, it's only needed to play multiplayer
