no, but multiplayer is part of the buying price and they can not sell you something thats not available to you because your region does not have PSN support.

Yup. To play the game, your region has to have access to PSN, but you don't have to have PSN account to play the single-player part of the game.

You can play the singleplayer without linking a psn account, it's only needed to play multiplayer

Some countries can activate keys, some cannot. Typically, if your country is in one of the packages listed on SteamDB; then the appropriate key should work.

But there are some regions that aren't present in any of the packages, and they can still activate the game, despite being on the restricted list. Like the Baltics. So I dunno how keys work anymore to be honest. All I know is that there aren't any working keys for my country (Serbia), as well as Albania, Bosnia and Montenegro. So a good chunk of the Balkans.

The game didn't pull out of your Region. Sony did.

I dunno about the whole key thing... Breaks Steam's TOS and might result in a ban. Can anybody confirm this for me?

I'm pretty sure you're fine if you buy 'em from a reputable/official seller. Like GMG or Fanatical. But those sites also have to stock keys that work in your region.

Folks from the Philippines have been able to buy keys that work in their regions through a licensed. local retailer (there was a thread on Resetera about it). They are also part of the package that allows many Asian countries to activate the game. https://steamdb.info/sub/1025015/
