If i could, i would give it a neutral, there are many points to consider.
Let's start with the bad.

Characters are all the same (but with different skills), before playing this i thought each character would have their proper weapon type(s) but no, you can have different weapons but in the end it all comes to the same, and it also brings the next point.
Animations are bad, one character shouldn't be using "insert weapon type" here yet he can but how the character is holding the weapon is horrible.
Generic mobile levels / missions, not so great, they aren't anything like the Mega-Man games, it feels just like those free2play on the mobile app stores.
Same objectives / challenges for every single levels.
Game is way too easy.

The positive:
No more microtransactions! Everything can be earned in game.
Playable offline! They made the game playable offline with (almost) everything earnable in-game by playing, only some events are lacking but mods are adding them bit by bit, we got Devil May Cry but we're still lacking Street Fighter, Monster Hunter and some others.
Modding possibilities (adding new characters without replacing the ones already there, adding new content but no new levels / missions as of now and it may never be possible, but who knows).

The 40$ price tag is way too much, if this get on sale for 3$ or less at some point, grab it, otherwise forget about it.
It's good that Capcom made the game playable offline and all but the game wasn't even good to start with.
See this game as an "collector" game where you collect characters and weapons, as the levels aren't so fun.

Not quite a Mega Man game - since this evolved from a Gacha game, numbers triumph over everything, surprisingly enough without even a weapon advantage system. Enemies are used not as part of the level design, but more as a measuring units to see if your stats are high enough to proceed - the game even locks you into some rooms until you've cleared out a wave. So in the end, this feels more like a Run & Gun RPG.

It also doesn't quite shake off the Gacha origins in the meta design. The bonus stages to grind Zenni (the main currency) or other Upgrade materials are still there and repeatable as often as you like. What did get lost though is the randomness aspect. All characters and weapons are now purchasable from the ingame shop (with the aforementioned Zenni, farmable Event Tokens or the Gems gotten from Story & achievement progression), making this game deliver on the promise that all Gacha games give but can never fulfill:

Yes, you can just pick your favorite character and tear stuff up. You wanna play as Classic Mega Man in his Rush Adapter armor? Or is BassGS.EXE more your style? You wanna make some of the female characters of the series shine? Or maybe you're a fan of MMX Zero, he's got like 5 or 6 different versions in this. While the roster is not all-encompassing, you will definitely find some character to gravitate towards browsing the shop.

And that's where Mega Man X Dive shines. The gameplay and story (which suffers from both taking a while to get going and also being very dryly translated) might not be the greatest, but it does at least understand the appeal of the characters.
