Updated empire spiral per pop to be 0.001 per pop, vanilla is 0.01.

Now that I have played a bit of 4.0, I needed to make a change.
Lowered Pop Growth speed increase to 30% from 100%. This was WAY TO MUCH

Energy, Farmer, Miner, Research by 50%
Government Ethic Attraction by 50%
Habitability by 40%
Pop Growth by 100%
Leader XP Gain by 80%
Leader Lifespan +400 Years

Leader Upkeep = -50%
Army Damage & Defense +50%
Resettlement Cost = -50%
Pop Happiness = +50%
Pop Housing Usage = -50%
Pop Amenities Usage = -50%

Edits to the define file.
Allows you to have more Titans, Flagships, Exploration Ships before you reach a cap

Increased max empire size base, changed so having more colonies and pops and so on will not increase your empire spiral so drastically (You can have a larger empire before you start encountering penalties)
Leader pool size increased to 10 and refresh changed to every 3 years (1080 days)
Changed federation empire join and leave cohesion loss to -10 from -100, federation switch lowered to -5 from -50

Empire expansion cost capped at 200 influence max
Empire expansion cost base lowed to 50 per outpost
Empire expansion cost added per hyperlane jump lowered to 50

Territory claim cost capped at 200 influence max
Territory claim cost base lowered to 25
Territory claim cost per upgraded star base lowered to +5 to claim
Territory claim cost per colony lowered to +10 to claim
Territory claim cost per hyperlane jump away lowered to +15 to claim

2.0.1 hotfix
After testing the
lowered starbase influence build cost 30% and lowered starbase outpost build cost 30% does not work as a trait so i made it defined in the defines but in doing so it made it so even if you dont have the triat you will still get the lower cost, if you dont want this than let me know and if a lot of people dont like it i will remove it.
