Cant find Valarr Blackfyre
I found Valarr Blackfyre once and after that i cant find him, Does he spawn randomly around Westros?

I think He spawns in essos too but i am Not Sure. How to find him? Ask in taverns, there are some Characters. Tycho, illirio, pono and a few others im Not sure about the names. You ask them about the Land, they talk of oplortyunities, then you ask after a claimant. Or kind of, i Do Not have the. Complete conversation in mind. Than you can asjk after valarr blackfyre. He is always in the Lords hall

you didn't screw up by talking to him and turning down his quest did you... but generally he's all around
