hi i have two question

1. some mules have in blue options that they increase for example inventory managment. I buyed it and in the character screen got +2 but my inventor slots dindnt got +12 places more? And some didnt have bonus effects for what are they, how should i use them?

2. I got the quest in the beginning too report too jeora mormont in castle black but he is prisoner in thenn will he ever get released too begin the quest i waited some time now?
