Is this some curse? All the worlds around me got only max 2 energy/mining/farming districts, most of them are 50/50 city and industrial districts, while AI gets juicy planets full of energy and mining districts. What is this BS? I am literally stalled early game because of this, and this happened for the second time in my latest campaign already...
Literally the only planet with more than 2 energy districts is my capital.

Is this because of this mod?
