It could technically be a reference to a weapon they were GONNA add but canceled. An example of this is the Love and War update, the weapon Miss Pauling uses in Expiration Date and the WIne Spy Drinks in Expiriation Date are references to a Community Made Taunt and Weapon that were gonig to be added to the game

It's not confirmed yet, this is an email the creator of that flamethrower got from Valve after the update page shipped and people noticed it:
"Ooops! We test a bunch of different items internally to see what can be done with them and sometimes they’re accidently used in images like that. We haven’t made any decisions about the Afterburner.

dude it wasnt that its is that the gun mettle update and in the lower left the were some weapons lying in a shadow and he zoomed in and placed the afterburner pic beside that to compare that

I think it will be added on the pyro vs heavy Meet your match update as if pyro wins he will get some items first (afterburner) and if heavy wins he will get some items but later on pyro will get he planned items too

have you even seen anything else? like on expiration date miss pauling is holding weapon from the workshop and the spy is holding a wine from the workshop. and those are not in the game yet (well except the wine but thats on the heavy table taunt (if you have seen it yet))
