On Hit: Slows down target (Because their feet get tangled up in the TP)
On Hit (Friendly): Removes Jarate, Mad Milk and bleeding.

Maybe it should have a long regen time, and/or a long "taunt" for removing liquid related status effects off yourself. But for other teammates it can be like the sandvich and when picked up it will instantly recover status effects listed.
