How do ringworld decisions work?
They don't seem to appear during the construction phase, nor before colonizing, nor after colonizing.

Also, the mass-transit one has a localization key error in English.

Once you have colonized a ringworld habitable section, the ringworld techs for the decisions unlock. They're rare techs so it might take a bit for them to show up. Each ringworld decision has a matching tech

There's one ringworld decision (badlands) that doesn't require a tech I think but that one's only for non-gestalt empires.

I got the techs right away. The decisions to use them have never become available.
