A: I might change it future (I've made a template for another game and used it here). Overall, it doesn't make any sence how thick are your drawings. You just need reaffirm that the places where your soldiers are placed were written on that piece of paper (if it's thin, but you can see it - then, everybody can check your placing positions)
A: Spymaster actions are resolved immediately (except for Technophilia and Tactical Ops). Counter-Intel should probably say "immediately" to keep it consistent.
Q: who chooses which type IP the opponents lose? the Counter-Intel activator? or the opponent who should be losing one? if it's the Counter-Intel activator, what happens when he calls out a resource type the opponent doesn't have?
A: Whatever IP discipline you choose to gain for yourself is the same that your opponents lose. If you choose a discipline (e.g. Religion) that a certain player does not have, then the Spymaster action does not affect them. You can't change your mind once you announce your decision!
