Thanks I tried that link as well it still will not download. I have tried several other options as well even manually downloading it and installing it thru nexus and it still doesn't show up. I am at my giving up point so idk anymore what to do.

Did you activate the Mod in Mod launcher?
After you did that Steam latest should download it when you leave game to desktop.

Where do I find this Mod Launcher?

I just don't see anywhere to launch LW2

I am reinstalling the game completely to see if it will help

You have to activate the mod before you start a game in game launcher.
There is a big box there called: Mods ... in upper right corner.
The square must be white, then the mod is active.

only mods i ever installed were for american trucking simulator and they worked pretty good. Not sure why this one is fighting me

Hmm ... only tip i then have, go to your Steam download page and have a look if you can start the download there manually.
It tells you that there is an upgrade/fix for XCOM2 normally.
This fix is the mod.
But if it really does not work, you are the first one with that problem who could not solve it since I am here.

Just did see ... this mod is for XCOM2 ... you are playing actually XCOM:EU

Sorry I am blind and just do not see this spot where to click to activate the mod other then I subscribed to it and there is a check mark now in the box.

You find it in commanders room. Its very, very diffrent to vanilla game and you will have a very hard time if you dont read it.

Well, I do not wonder anymore, Steam says you do not own XCOM2 ...
But you own and play XCOM:EU, the first part, which is much older.
There is also a mod of Pavonis for XCOM:EU.
Its called Longwar, you have to install that.
Or buy XCOM2.
