After you did that Steam latest should download it when you leave game to desktop.
There is a big box there called: Mods ... in upper right corner.
The square must be white, then the mod is active.
Hmm ... only tip i then have, go to your Steam download page and have a look if you can start the download there manually.
It tells you that there is an upgrade/fix for XCOM2 normally.
This fix is the mod.
But if it really does not work, you are the first one with that problem who could not solve it since I am here.
RTFM!
You find it in commanders room. Its very, very diffrent to vanilla game and you will have a very hard time if you dont read it.
But you own and play XCOM:EU, the first part, which is much older.
There is also a mod of Pavonis for XCOM:EU.
Its called Longwar, you have to install that.
Or buy XCOM2.
