True, there are no non-weapon based taunt kills in the game so you have a point but I don't think there are that many taunt kills nor are they really used at all. Though I guess having players not using taunt kills every five seconds is a good thing.
Actually the Rock Paper Scissors Taunt is techniaclly a taunt kill because (If opposite teams do it) the loser actually dies by the currently held weapon of the winner. So valve making it a taunt kill wouldnt be impossible. Maybe just unlikely

Besides having a taunt kill doesn't really give you that much of an advantage over other players in the first place as you won't usually actually succeed with one anyway.
(Unless you magically know when the enemy is coming around a corner)
Edit: Yes I realized someone already said this, but I just wanted to point out something.
The rock paper scissors taunt acts if you lose, you die, and if you win, the other person dies. So then it's equal. This taunt doesn't function right for it to do that, and also I dont think the creator wants to put more work just to make it killable.
