I've not actually played it yet, but i'd suggest lowering the gold per turn from his UA to 3 from 4, to match the amount of gold morocco's gives.

Played a bit, his unique wonder gives too much imo. I know he has no direct bonuses related to combat at all so he needs some other stuff to make up for it a bit, but it gives him a trade route AND a spy, I feel like both is too much.
