If you're launching the game from Steam, you shouldn't need to do anything else; they'll just be there and working. You can click the brown gear icon on the title screen (bottom-right corner) to see a list of mods the game's detected.
That said, you'll probably be able to get more help in the general Starbound discussion area, or maybe the Chucklefish forums. When you ask, though, try to give more information than you did here, like what OS you're using and what you've tried to do so far.
