Can you go to the skybox and type the command "getpos" and post the numbers here?
To anwer your question, if you leave the police station plaza and follow the road around a 90 degree corner to the right, you will shortly arrive at an alcove on the left side of the road beneath the first bridge you encounter. The alcove terminates in the wall of a small building. The longest portion of the wall is lined with a door and windows that run floor to ceiling. The wall then juts out towards you in an L shape. This portion of the wall has waist-height shutter windows that open from the inside, and a counter beneath them. The door to this building is the one that you must stand in front of, look down to where the door touches the floor, and fly in a straight direction towards and past that point for quite a while (15-20 seconds maybe?). You will reach the skybox. The skybox for the citadel is located elsewhere, at the very far left end of the outlands, a bit beyond the cave with the large metal wall.

Sounds like a clientside rendering issue. Do you only have the problem on this map? Can you describe what you see instead of the skybox?
