Hello, I encountered some problem. I started as Florence and even before 1450 I cleared all triggers for enlightenment(apart from year, yes), but... Education 6, 7%... no result. In the end some other kingdom accepted it 1st. Reload - same result with another winner. Same ♥♥♥♥ with london(Country - GB) and industrialisation. I waited like 50 years before someone reached 10 production and then facepalmed when some provinces with factories could not fast push industrialisation because of insuficient production.

PS - is it possible to calculate total education lvl only with accepted and semi-accepted culture? It's just you know... times of discrimination and all, also because it's not at the moment it's counterpoductive to build national research institute and co for big empires.
