I was playing as Florence and I had just an insane amount of monarch points. I know the Economic Edicts are the point dump but some provinces can't do any edicts and some can only do certain edicts, what causes this? What are the requirements for edicts? Are there other monarch point dumps as well? Very new to this mod but I love it, any help is appreciated.
