stats
i touhgt of my own stats:

on effect: = +50% speed
you cannot attackand you will be set in 3rd person mode
(maybe a bit faster recharge rate)

Maybe , it has no "re-charge" but the scout can only drink so much before becoming sick, and having a forced taunt where he holds his stomach and stops, exclaiming "Oh, doc , I ain't feelin to well..." He can become sick by the following ways
A - Jarate
B - Over- Hydrating (drinks when full)


The stats
+Immune to knockback

-Removes the Quick Fix's effect on healers
-User can become sick


It would add a "Hydration Meter", which can do the following -

When empty (drink nothing for along time), scout does the sick taunt, then has
+25% damage vulnerability
- 25% move speed
- 1 hp per second

When above empty and almost full
Normal stats, and an extra
+ 10% movement speed

When at the top (Not over hyrdated) (over-hydrates when you drink when full)
+ 15% movement speed
+ 10% jump height

When OVER-hydrated
- 50% Movement speed
- 50% jump height


In order to drink (Which can be done while moving, is not a taunt) you click and hold, until it is filled (to any ammount). Scout will auto-matically stop drinking when full, but trying to drink again will cause over-hydration.

As we already have the bonk, and this set is based on a baseball kind of theme, maybe some movement buffs would be nice

I like the Damage Absorption, but this set has an attack-defend theme. So, I would strip the consumer to melee and slow him down by ten percent. However, he deals twenty percent bonus damage and some nice knockback toward anyone who is capping a point.

+Tomium Ingot good idea why not just make it like the buffalo steak sandvich but without speed boost cause that would make it annoying

Upon drinking, scout gains 75 health and regens 2 health per second

While under the effects:

25% damage resistace
+10% faster move speed
+80% melee damage bonus

-60% primary weapon damage penalty

pros:
Recover 3 health every .25 seconds for 10 seconds (120 health total)
Recharge time 30 sec

cons:
-50% consumption time (1.8 seconds)
Marked for death for 7 seconds

Water is just plain cleansing, so:
+On drink, removes all negative status effects; afterburn, jarate, bleeding, marked-for-death, etc
-Also removes any positive status effects; overheal is lost, no buffs, ect

A good idea which came into my mind:

(+) Puts out fire upon drinking
(+) Grants 2 immediate shots with primary weapon without an interval
(+) 10 seconds of recharge time

No downsides as this is a drinkable, and just like any drink item, replaces the stock Pistol. Bonk gives invuln, while Crit-a-Cola mini-crits targets. This one doesn't give much than support you for faster kills with your primary weapon if you can land those damage accurately and a little crutch against Pyros afterburn.

Supports: Force-a-Nature and Soda Popper usage. Can be handy with other primaries as well.

Made to "Refresh you" and get you back into the fight faster. Good in situations where there are not many health kits, Dispensers, or medics.

Pros:
regain 25% of health when consuming (15 second recharge)
Extinguishes fire
Can be thrown to extinguish teammates with alt-fire.
i personally like the origanal stats so idc
