You can make that banner will replenish the charge of killing enemies and in expanded form it gave 25 increased damage located close allies .But of the downsides can be done in half reduced while using the banner. P.s I hope this is not OP

How about, Killing enemies adds a charge, up to 6 enemies. These charges can be used seperately in a way similar to the vaccinator. When holding the weapon, the reload key could be used to change buffs "Crit resistance" "Explosive Resistance" or "Bullet Resistance" and you can mix and match to your content, as long as you have enough kills

Pros:+For fiil charge needs 6 kills
Banner's effect: enemies got +25% damage vulnerable near you on 6 seconds
