I guess the author never got around to fixing the mod description. To answer my own comment from 2017, I poked around in the XMLs, and now have a list of the Skills this mod adds. It actually adds 15 Skills, not the listed 13. 5 of them are variations of the Dragon Aspirant. The others are Inquisitor, Spellsword, Clutch of Midas, Meteorology, Avenging Executioner, Brofistery, and Dastardly Scoundrel.

Interestingly, there were also 2 unfinished Skills which were commented out, and not accessible in-game.

Something to note is that the "Little Red Cookbook" item is disabled/commented out; as it was actually added to the vanilla game through the free "You Have To Name The Expansion Pack" expansion pack. It's cool that part of the mod became immortalized as part of the DLC.
