After moving all my player and universe files, still can't play game without frackin installed.

[20:00:49.871] [Error] Fatal Error: Access violation detected at 00007FF7DB180BB6 (Read of address 000000000000013A)

Reinstalling frackin let's me play as normal, but i can't play without it anymore, even after deleting every file and reinstalling starbound.

Then you likely missed a step. It is functionally impossible for it to not work once you have uninstalled it and cleared your universe and storage files. Perhaps steam reinstalled the mod, or something to that effect.
