Is the head of agriculture recruitable?
Looking to collect the entire dome gang from the ashlands and he is the first stop. I have him in a cage yet I cant pursue dialogue with him with an AI core.

I had the totally same problem, the head of agriculture doesn't talk anyway. He's race is Skeleton P4MkII, which is not so powerful though.
