I unsubscribed from the mod and removed it from my mods list in the boot up game menu. This has not gotten rid of the mod in the game though. It still seems to manipulate the game. I still have a infastructure cap of 5 and for some reasons railways are in the base game with no mod. How do I fix this issue? It's really annoying.
