Claiming Persia as the Ottomans
Hi guys,
I started a campaign as the Ottomans and I would like to claim and annex Persia with the focus tree options "claim northen Persia" and "claim Persia".
The WW1 has already finished, but Northen Persia has not been formed, then my question is: how can be formed that nation, in order to claim and annex it?
